Controlling pests around veg garden

I have been trying to grow leafy vegetables on the balcony which has shown some results (it gets morning sun). Then some black flies started to appear....like little ants on the soil but I also saw a big one. Suspec fungus gnat. I know reduced watering would prevent fungus gnats but that also damaged the vegetables...they started to appear to dry; small ones died. I also tried organic insecticide, yellow sticky cards, insecticidal soup but none seems to get rid of these pests. I also noticed mold on soil 1 day after fertilizing (which I usually scooped away). Again, is this due to over-watering?

In Singapore weather, what is a good frequency for watering?
I usually water in the morning so that there is time for soil to dry up a little...not totally but top layer dry by end of the day.
