White Skin on Stem of Devil's Backbone (Redbird Cactus) How to Treat beside cutting off the Stem

I have this plant Devil's Backbone (Redbird Cactus) which has a White Skin covering about 4 to 5 inches from the soil upwards. It does not however cover 360 degrees round the stem. Although it continues to flower the leaves are stunted and do not grow to normal sizes. I have tried malathion once but of no avail.

What Disease is it. What is the Cause of it.

What are the effective ways to treat it without cutting off the whole stem completely.

It is a treasure as each day when the flowers are in bloom a pair of honey suckle birds would pay several visits a day and chirping happily.

It is a joy seeing them so much so that I have propagated several to attract more of these birds.

I have the plant in the balcony that has about 4 to 6 hours of sunshine.No other position in the house gets this much sunshine so there isn't a choice in position.

Assiatance to treat and bring it back to health very much appreciated.
