Portulacaria Afra - Pest

Hi, I bought a portulacaria afra from nursery 2 weeks ago and put it in my bedroom. I spotted some small black/brownish spot on the leave, not sure are they scale insect.
If it is scale insects what action can I take to remove and is it harmful to human as I am putting the plant in my bedroom?

I had done some research and spray some homemade insecticide(water+neem oil+dish soap) on the leave but the brownish spot remained there after few days.

Not sure what it is. but dont think the brown spots can "recover". Spray neem oil once a week and monitor if more brown spots appear. Neem oil should get rid of sucking insects.
