How to propagate?

I have a stem of "guan yin zhu" at home, I suppose it is a Dracaena after reading? But due to previous negligence it has grown thin and too tall, so I'm wondering if I'm able to snip the stem or something to make a new stalk?

I read that we can snip the new shoot off for propagation, but mine had the shoot for quite a long time, and it is now quite a big one, so do I snipe the new grown or the old one?

Yes, they are grown by stem cuttings. You need to cut the part of the stem that is older.
